Herlinda Ibarra

Assistant Manager of Outreach & Enrollment and Transformation

Herlinda Ibarra serves as the Assistant Manager of Outreach & Enrollment and Transformation for Transform Health. With a particular understanding of the health care needs of immigrant communities, Herlinda has a wealth of experience building community-level partnerships, developing Medicaid outreach and enrollment strategies, and assisting individuals in navigating the health care coverage marketplace.

Before joining Transform Health, Herlinda served as a Community Support Specialist with Texas Health and Human Services.  She provided training and technical support for community-based organizations and assisted clients with enrolling in food, cash, and health care benefits across the state of Texas.  In this role, Herlinda worked closely with refugee resettlement agencies to help streamline applications for state benefits.

Herlinda began her health care career as a Certified Application Counselor (CAC) at CentroMed, eventually serving as the Eligibility Manager over clinic financial assistance programs.  During her time in these roles, Herlinda trained and coached new CACs, partnered with local Ryan White Program-funded agencies to provide enrollment assistance to people living with HIV/AIDS, and expanded the reach of the clinic’s eligibility team by setting the groundwork for virtual patient enrollments.  

Herlinda earned her bachelor’s degree in psychology and Spanish from the University of Notre Dame.  In her free time, Herlinda can be found with her husband and two daughters exploring parks in South-Central Texas, searching for the best iced lattes, or in the kitchen baking Chilean sweets and treats.
