Janne Olson-Morgan, MPP

Janne Olson-Morgan is the Senior Director of Policy and Transformation at Transform Health. She has over a decade of experience driving transformative change in health policy through a deep commitment to equity. In her role at Transform Health, Janne provides overarching strategic insight around implementing California’s far-reaching health reform initiatives, including CalAIM.

Janne is well-versed in California state policy processes and has experience advising Cabinet-level executives on complex policy issues. Through building and growing cross-sectoral partnerships, she has established strong relationships across and outside of government. Before joining the Transform Health team, Janne served as Director of Strategic Partnerships at the Office of the California Surgeon General. A key advisor to the California Surgeon General, Janne led the new office’s engagement with the Children and Youth Behavioral Health Initiative, and she was instrumental in shaping the office’s equity approach to health care in California as well as the states’ COVID-19 response.

Janne served for seven years as an Assistant Secretary at California Health and Human Services Agency, working with three different Secretaries under both Governor Brown and Governor Newsom. During that time, she served as a liaison with multiple departments, including the Department of Public Health, the Department of Health Care Access and Information, the Department of Aging, and the Emergency Medical Services Authority. Janne served as the Agency lead on several sensitive projects, including improving the licensing and certification program for health care facilities, reducing youth vaping, strengthening the regulatory framework for cannabis, launching the Open Data portal, and overseeing the Let’s Get Healthy California initiative. Before joining California Health and Human Services Agency, Janne served as a Fiscal and Policy Analyst for the California Legislative Analyst’s Office, where she testified and provided analysis and recommendations on budget and policy issues to the members of the Legislature.

Janne holds a Master of Public Policy from the University of Southern California and a Bachelor of Arts from Pomona College. Janne enjoys learning different forms of dance – and mastering none.
