Elkin J. Salinas

Elkin Salinas serves as a director at Transform Health, where he leads initiatives focused on Medi-Cal transformation, practice transformation, and stakeholder engagement across California’s safety net health care ecosystem. He partners with providers, managed care organizations, community-based organizations, and public sector stakeholders to support systems change efforts that strengthen care delivery, operational strategy, and equitable health outcomes.

Elkin brings more than 15 years of experience spanning Federally Qualified Health Centers (FQHCs), Health Center Controlled Networks (HCCNs), consulting, and nonprofit leadership. Prior to joining Transform Health, he led local and statewide initiatives supporting digital transformation, population health management, telehealth, data governance, and CalAIM implementation. As a convener, he has facilitated peer learning and built alignment between providers, managed care plans, philanthropy, and regional partners to develop scalable approaches to practice transformation.

Throughout his career, Elkin has designed and implemented initiatives focused on health IT optimization, care coordination and referrals, quality improvement, workforce strategy, and revenue cycle operations. He has led large-scale technical assistance and training efforts supporting community health centers and multidisciplinary stakeholders, translating complex policy and operational priorities into practical implementation strategies.

Elkin holds a Bachelor of Arts in management and society from the University of North Carolina at Chapel Hill. He is a certified Kaiser Permanente Improvement Advisor and completed Innovation Catalyst training in human-centered design through the Center for Care Innovations.
