Lillian Chen, MPP, MPH

Lillian Chen is a policy manager at Transform Health. In this role, she uses her experience in policy and programs to monitor, research, analyze, and report on budget and policy issues in the health care ecosystem to support the firm’s systems change work.

Prior to joining Transform Health, Lillian conducted budget and policy analysis on public health financing and physical and behavioral health integration in Medicaid for nonpartisan state offices. Previously, Lillian translated policy to implement the CalAIM Population Health Management initiative at a Medi-Cal managed care plan.

Lillian has informed program design and policy advocacy strategies of organizations working in education, chronic disease prevention and intervention, and youth policy. She has also supported program evaluation projects for nonprofits, foundations, and government agencies, and she has contributed her time as a pro-bono consultant to help organizations build their evaluation capacity and measure and communicate impact.

Lillian holds a Master of Public Policy, Master of Public Health, and Bachelor of Arts in public health from the University of California, Berkeley.
