Lisa Chan-Sawin, MHA

Lisa Chan-Sawin is the CEO and founder of Transform Health, with over 20 years of experience in health policy and health care delivery. As an expert in strategy and design implementation approaches for health systems reforms, Lisa serves as a valued advisor and strategic partner to both clients and staff.

Lisa has collaborated extensively with government agencies, health care providers, associations, nonprofit organizations, and insurance plans to develop and implement a variety of health system transformation projects. She has led numerous teams in health policy throughout her career to design and implement small- and large-scale programs.

Lisa has a wealth of experience in the private market, Medicaid, and other health care programs, as well as insurance regulation and health IT policy. She has led national enrollment strategies and advises stakeholder groups on systems-change approaches in a variety of states. Lisa has provided strategic guidance and subject-matter expertise in states like California, Texas, and New York, contributing to the development of Medicaid 1115 waivers.

Prior to serving as the CEO of Transform Health, Lisa was the chief innovations officer for a national health policy consulting firm and she has worked for the California Assembly and Senate Health Committees.

Lisa has a master’s degree in health administration from the University of Southern California and she serves on the national policy board for Susan G. Komen.
