Phelan O'Neill

Phelan O’Neill is the senior MIS and data manager at Transform Health, with experience designing, building and implementing technology and data solutions for a number of health care clients. In his role, Phelan works to support Transform Health’s information systems and provide a rigorous, technology-centric approach to the work, including CRM development, task automation and workflow design. He also provides strategic data support to enrollment clients.

Prior to joining Transform Health, Phelan worked with a wide range of organizations developing technology and data-driven solutions for complex problems. He led the design, training and implementation of an appointment setting tool for over a dozen clients nationwide, resulting in over 100,000 consumer appointments seeking health insurance.  He also worked to rebuild a mobile application for a small nonprofit to effectively reach homeless youth and young adults.

Phelan has a bachelor’s degree in organizational studies from the University of Iowa.
