Shirley Lam, MPH

Shirley Lam serves as a senior program associate at Transform Health, where she supports a range of health systems change projects. Shirley has experience across multiple policy areas of focus relevant to Medi-Cal and CalAIM, including interoperable data-exchange, telehealth, artificial intelligence, behavioral health, aging populations, broadband, workforce development, justice-involved populations, maternal-child health, and doulas.

Prior to joining Transform Health, Shirley worked at a statewide organization promoting health policy solutions across California. In this role, she conducted policy analysis and content development, and she built and maintained relationships with over 5,000 stakeholder networks.

Shirley is skilled in legislative research and analysis, political landscape analysis, data-driven policy development, policy monitoring and issue tracking, strategic government relations, public affairs and event planning.

Shirley received a master’s degree in public health with a concentration in health policy leadership from the University of San Francisco — Sacramento Campus and a bachelor’s degree in molecular, cellular, and developmental biology from the University of Washington — Seattle Campus.
