
Phelan O'Neill
Manager of Operational Excellence
Phelan O’Neill comes to Transform Health with experience designing, building and implementing technology solutions for a variety of public, private and non-profit sector clients. As Manager of Operational Excellence, Phelan works to support Transform Health’s information systems and provide a technology-centric approach to the work, including CRM development, task automation and workflow design. He also provides strategic support to outreach and enrollment clients.
Prior to joining Transform Health, Phelan was a Deputy Director at Young Invincibles, a national nonprofit based in Washington D.C., where he managed the Get Covered Connector, a nationwide scheduling and reporting application used by Affordable Care Act assisters in over a dozen states. He also successfully implemented a suite of meeting, productivity and facilitation tools across Young Invincibles at the start of the COVID-19 pandemic, allowing their youth engagement work to seamlessly move online. He also lead multiple other successful initiatives around virtual storybanking, online resource mapping and more. Before Young Invincibles, Phelan worked in several states training Federally Qualified Health Centers, hospitals, and other community non-profits on outreach and enrollment best practices around the Affordable Care Act for Enroll America.
Outside of work, Phelan is a die-hard fan of his alma mater, the University of Iowa (go hawks!) where he graduated with a bachelor’s degree in Organizational Studies. In his free time, he’s found biking around Minneapolis’s lakes and trying to find the city’s best taco trucks.
