
Sarabeth Zemel, JD
Manager, Policy
Sarabeth Zemel serves as the Manager of the Policy Team with over 16 years of health policy experience in consumer advocacy, policy research, and health system roles. Her current work at Transform Health includes supporting the development of a process to assess managed care plans as part of California’s Medi-Cal procurement; assisting in writing a health equity-focused 1115 waiver concept paper; providing Medicaid and insurance exchange policy support to Navigators and assisters; and helping clients understand California’s Medicaid transformation effort, CalAIM.
Prior to coming to Transform Health, Sarabeth served as Manager of Federal Regulatory Affairs and Engagement at Providence St. Joseph Health where she led federal regulatory advocacy for the west coast integrated health system and worked on a variety of issues including Medicare alternative payment models, health system reimbursement, health IT and interoperability, and response to the COVID-19 pandemic.
Earlier in her career, Sarabeth spent more than seven years at the National Academy for State Health Policy (NASHP) focused on researching and disseminating best practices to state health officials. She worked on a variety of state-focused health policy issues, including ACA implementation, development of the health insurance exchanges, and Medicaid coverage for criminal and juvenile justice-involved populations. Sarabeth has also held health policy analyst positions at Momentum Health Strategies, the U.S. Government Accountability Office, Families USA, and the National Mental Health Association.
Sarabeth has a BA in Anthropology from the University of Washington and a JD from the Seattle University School of Law. In her down time, Sarabeth spends a lot of time in the kitchen brushing up on her culinary skills with her daughter (an aspiring chef and baker).
