Sarah serves as the Director of Operations at Transform Health. In this role, she manages firm operations, provides oversight of infrastructure tools, and directs a portfolio of projects. Sarah provides overarching direction for Transform Health’s work across the state, including facilitating the Incentive Payment Program portion of California’s health reform initiative, CalAIM.

Before joining Transform Health, Sarah spent over a decade working for California’s Legislative Analyst’s Office, overseeing all aspects of the office’s operations and human resources. In this capacity, she worked closely with internal and external stakeholders to ensure resources were spent in alignment with the office’s mission of providing nonpartisan fiscal and policy advice. She also created and implemented the office’s recruitment, training, and professional development strategies. Throughout her career, Sarah has expertly developed policies and procedures to meet the needs of complex organizations.  

Sarah began her career in the private sector, and she has since held positions in city, county, and state government. She is passionate about applying her skills in administration, operations, and project management to improve efficiency, create more inclusive organizational cultures, and deliver results for clients.

Sarah holds a Master of Business Administration degree with a concentration in Organizational Strategy from the University of California, Davis, and a Bachelor of Arts in Economics from the University of California, San Diego. When she’s not at work, she can be found playing with LEGOs with her son, (reluctantly) hiking in the Sierras with her husband or cuddling on the couch with her two rescued pit bulls.
